Under some conditions it is permissible to make minor changes to the protocol, BUT significant changes to the protocol must first be reviewed and approved by the IACUC. The change made by Dr. Kutter and the team seem anything but minor, and they did not submit the plan for review and approval. Conducting unapproved procedures in laboratory animals is a serious noncompliance issue.
